Leaders dedicate launch to a run-through of achievement.
Chief Minister Parkash Singh Badal, on Tuesday,
laid the foundation stone of the 1,320 MW thermal power generating
plant at Rajpura, a Rs 9,000 crore project. Larsen and Toubro were
allotted the project three months ago, to be commissioned in four
years by January 2014, as per the power purchase agreement. It would
supply power at Rs 2.89 per unit.
The event coincided with completion of three
years of SAD-BJP alliance in charge of Punjab government, and the
state top brass went over the "long" list of its achievements. The
chief minister, Deputy CM Sukhbir Singh Badal and cabinet colleague
from the BJP, Manoranjan Kalia, spoke of projects proposed and
undertaken. The anti-Congress invective was a natural corollary.
"The former government failed to make a mark in
its five years in office. Look, what the SAD-BJP government elected by
you has done in three years," said Kalia. Badal said his government
was exploiting all means hydel, thermal and biomass to make Punjab
power surplus.
Three projects would be based at Talwandi Sabo,
Goindwal Sahib, Rajpura and one at Gidderbaha, for which coal linkages
are awaited. He said the government put an accent on education by
setting up universities for technical studies, health education and
now, the proposed central university and a University for Guru Granth
Sahib studies.
Earlier, Sukhbir
said the total cost of the Rajpura project was equivalent to Punjab's
annual budget. Former Union minister Sukhdev Singh Dhindsa also spoke.
Larsen and Toubro Chairman A.M. Naik said the company would make a
capital investment of Rs 2,000 crore in the project and the remaining
Rs 7,000 crore would be raised as loans from banks and financial
institutions. He assured that the project would be commissioned ahead
of deadline.
